3G spectrum auction on schedule: Raja

The Department of Telecommunications (DoT) is scheduled to auction 3G spectrum starting January 14. Asked about the number of slots to be auctioned, Raja said, "The EGoM will decide on the number of slots." The government, yesterday, said the 3G telephony spectrum available with it for sale could accommodate only three operators as one slot has already been awarded to state-owned MTNL (that operates in Delhi and Mumbai) and BSNL (rest of India). It had earlier planned to auction spectrum to four private operators, in addition to the state-run firms. It is believed that the decision comes in the wake of the Ministry of Defence"s reluctance to vacate the designated spectrum (air waves) for commercial use. The government has fixed the reserve price of spectrum at Rs 3,500 crore for pan-Indian 3G spectrum and Rs 1,750 crore for Wimax (wireless Internet/broadband), which is expected to fetch the government revenue of Rs 25,000 crore. This could now fall short of estimates as it would have to forgo at least Rs 5,250 crore due to cancellation of one slot.

A contentious statement on Indian poverty, put out some years ago by Arjun Sengupta, said that 78 per cent of Indians lived on less than Rs 20 a day. That figure always looked problematic, but has become a favourite statistical weapon in the hands of the Left. So it is just as well that the Suresh Tendulkar report on poverty has effectively nailed that number. The Tendulkar report says that 25.7 per cent of urban residents are below the new definition of the poverty line, because they spend less than Rs 578.80 per month. That is Rs 19/day, close to the Sengupta benchmark. Given the urban-rural mix of 28:72, if the Sengupta claim of 78 per cent for the country as a whole (urban and rural) is correct, then 92 per cent of all rural residents would have to be consuming less than Rs 20/day.

22 new channels get I&B ministry nod
With the government giving permission to 22 new channels to downlink in the country, India has now got 458 television channels officially allowed to be carried across cable, direct-to-home and IPTV platforms.
