Andhra seeks CBI probe into Obulapuram Mining

The Andhra Pradesh government has decided to ask the Union government to order an inquiry by the Central Bureau Investigation (CBI) into the alleged illegal mining of iron ore by Obulapuram Mining Company (OMC) in the Bellary reserve forest of Anantapur district. - Auction those mines - Govt asks SFIO to commence prosecution proceedings - SEC shares info with CBI on scam probe - SEC shares info with CBI on Satyam scam probe - CBI files memo in Satyam case - RBI says banks didn"t follow rules OMC is owned by Karnataka tourism minister, Gali Janaradhan Reddy. According to official sources, chief minister K Rosaiah, will be writing a letter to the Centre seeking the CBI probe. A decision to this effect was taken by Rosaiah following a meeting with state chief secretary, Ramakanth Reddy, on Tuesday. The state government’s decision in this regard comes in the wake of an agitation launched by four Opposition parties — Telugu Desam Party (TDP), CPI, CPI (M) and Lok Satta - demanding a CBI probe into the activities of OMC. Even a senior Congress leader from the state, V Hanumantha Rao, has sought a CBI inquiry into the issue. Last week, the state government constituted a three-member committee of senior officials of the forest department to probe all allegations raised against OMC and submit a detailed report within 10 days. It also asked the industries department to depute senior officials to look into the aspects of alleged irregularities in mining operations and submit a report in 10 days. However, the government has decided to seek a CBI inquiry even before the reports were submitted. OMC has been accused of illegally excavating iron ore in areas not allotted to it. It has also been charged with laying an additional road in the reserve forest area in addition to the existing road in violation of forest laws. The TDP alleged that the state government had remained a mute spectator to the “illegal” activities of OMC because of Janaradhan Reddy’s links with the family of former chief minister, YS Rajasekhara Reddy. On the other hand, Janaradhan Reddy denied any wrongdoing by OMC and challenged TDP president and former chief minister, N Chandrababu Naidu, to prove the latter’s charges against his company.

Governance and the fisc
How best can the Union government use the window of political opportunity that has been opened up by the verdict of the recent assembly elections? Since the ruling Congress party has been strengthened by the poll result and there are no important elections due for the next year, the opportunity to push for better governance should not be missed. To begin with, the prime minister should consider a minor reshuffle of portfolios that empower performers and sideline non-performers, and also improve bureaucratic standards. The argument that in some ministries the ruling party needed fund collectors rather than good administrators has appeal before an election, but is less convincing when the priority should be to get things going. The ruling party should take a holiday on rent-seeking for a year and push for reforms and improved public sector productivity in the infrastructure sector, especially power. The recent raids by the Central Bureau of Investigation in the Department of Telecommunications are hopefully not part of some political bargaining between coalition partners but the beginning of a phase of crackdown on “corruption in high places” that the prime minister sought. Given the DMK government’s dependence in Tamil Nadu on the Congress for its survival in office, the latter can afford to crack the whip in Delhi and not appear as subservient as it does when dealing with this junior ally. Exemplary action here would send an important message to other junior partners and to ministers within the ruling party who have not exactly been symbols of good governance.
